Comunicato dell’Abate Presidente su Provincia fiamminga-olandese

ITALIANO

Il 14 novembre 2024 ho svolto una visita fraterna all’Abbazia di Keizersberg nel contesto della visita canonica rimasta aperta dal 2022. Nei giorni 14-18 gennaio 2025 due Visitatori hanno chiuso la visita canonica aperta in questo monastero. Dopo la mia visita, il 18 novembre ho istituito una Commissione d’inchiesta sulle accuse di abusi su adulti, formata da canonisti e persone esperte nella gestione di segnalazioni di atteggiamenti trasgressivi, e ne ho ampliato i compiti con un decreto del 24 gennaio u.s.
Dopo aver ricevuto gli atti della Visita Canonica di cui sopra e la Relazione della Commissione, alle cui conclusioni mi attengo, posso comunicare quanto segue:

1. Ho disposto una Visita Canonica Straordinaria a tutti i monasteri della Provincia Fiamminga-Olandese (Dendermonde, Affligem, Steenbrugge e Doetinchem/Slangenburg) con lo scopo di verificare la situazione di ogni comunità, di affiancarle nel suo percorso immediato e futuro, e provvedere in modo che le strutture di governo di ogni monastero e della Provincia riescano ad essere effettive. I lavori della Visita si possono protrarre per alcuni mesi.
2. Per quanto riguarda l’Abbazia di Affligem:

• • Non ci sono prove concrete di atteggiamenti abusivi che costituiscono reati penali. Il numero ridotto di monaci che fanno parte della comunità pone difficoltà canoniche e strutturali per il governo e l’attenzione alle fragilità umane. La Congregazione provvederà ad affrontare e a risolvere queste difficoltà.

3. Per quanto riguarda Keizersberg:

• • La vita comune della comunità monastica rimane sospesa e ogni monaco mantiene la sua residenza come da me disposto il 18 novembre 2024.
  • Il Priore-Amministratore ha concluso il periodo per il quale era stato nominato a questo ufficio il 30 settembre 2024. Finché la Visita Canonica non decida nel merito, l’amministrazione ordinaria e straordinaria è riservata all’Abate Presidente.
  • Visti i difetti di forma nella sua ordinazione diaconale, un monaco viene sospeso temporaneamente dal ministero di diacono finché il Dicastero per il Culto Divino dia una risoluzione. Stando alla Relazione della Commissione, l’Abate Presidente è obbligato a presentare al Dicastero per gli Istituti di Vita Consacrata e le Società di Vita Apostolica (DIVCSVA) l’intero dossier affinché decida in merito. Nel frattempo, come misura cautelare, è vietata a lui ogni attività pubblica svolta in quanto monaco benedettino.
  • Tutti i monaci rimangono nella loro dimora attuale e la Visita Straordinaria dovrà verificare la loro situazione presente e futura.

4. Per quanto riguarda Doetinchem/Slangenburg

• • Stando alla Relazione della Commissione apposita, l’Abate di Doetinchem viene sospeso cautelarmente dall’esercizio del suo incarico e gli è vietato, sempre come misura cautelare, l’esercizio pubblico del ministero sacerdotale. Nel frattempo, il suo dossier viene inoltrato al Dicastero per gli Istituti di Vita Consacrata (DIVCSVA) affinché decida in merito.

5. Le misure canoniche decise sono tali a titolo cautelare e non sono di tipo punitivo. Si tratta di provvedimenti temporanei che sospendono l’esercizio di un ministero, ma non lo sopprimono, finché l’organo legislativo corrispondente non giunga a una conclusione in merito.
6. Le inchieste e le visite svolte negli ultimi mesi fanno affiorare una situazione di fragilità personali e strutturali, che toccano in modo diverso i monasteri della Provincia, e che hanno portato ad atteggiamenti impropri e inadeguati. Posso affermare, per fare chiarezza, che nessuna delle accuse esaminate fino ad oggi riguarda abusi sessuali su minori. Le accuse si riferiscono a comportamenti trasgressivi tra adulti. Inoltre, ci tengo a sottolineare tre punti:
   1. La tristezza, la vergogna e il dolore per il male causato alle vittime, alle quali chiedo perdono sinceramente e mi rendo disponibile nella misura delle mie possibilità.
   2. La mia determinazione, come Presidente della Congregazione Sublacense-Cassinese, di continuare nel processo avviato dall’inizio del mio servizio, e che adesso si concretizza con l’indizione della Visita canonica straordinaria e con le misure cautelari già prese. Esprimo inoltre la piena disponibilità dei Benedettini a collaborare con l’autorità giudiziaria.
   3. Questo processo mette in evidenza le mancanze nella vita di alcune persone e il fallimento di alcune strutture di governo. Comunque, allo stesso tempo, si deve prendere atto della fedeltà, della bontà e dell’abnegazione di tanti altri monaci nel vivere la loro vocazione al servizio della Chiesa e della società.

Come ho detto a novembre 2024, sono consapevole della gravità delle mie decisioni e del dolore che possono provocare. Le ritengo, però, necessarie per poter offrire luce, verità, giustizia, riparazione e speranza a tutti quanti vi sono coinvolti.

Le 14 novembre 2024, j’ai effectué une visite fraternelle à l’Abbaye de Keizersberg dans le cadre de la visite canonique qui est restée ouverte depuis 2022. Du 14 au 18 janvier 2025, deux Visiteurs ont clôturé la visite canonique qui était ouverte dans ce monastère. Après ma visite, une commission d’enquête pluridisciplinaire avec des canonistes et des personnes expertes dans le traitement des rapports sur les comportements transgressifs, a été créée pour enquêter sur les allégations d’abus sur adultes par décret du 18 novembre et ses pouvoirs ont été étendus par décret du 24 janvier.
Après avoir reçu les actes de la Visite canonique mentionnée ci-dessus et le Rapport de la Commission, dont les conclusions ne sont pas remises en cause par moi, je peux communiquer ce qui suit :

1. J’ai décrété une Visite canonique extraordinaire de tous les monastères de la Province flamande-néerlandaise (Termonde, Affligem, Steenbruge et Doetinchem/Slangenburg) dans le but de vérifier la situation de chaque Communauté, de les soutenir dans leur cheminement immédiat et futur, et d’assurer que les structures de gouvernement (de chaque monastère et de la Province) sont efficaces. Les travaux de la Visite canonique extraordinaire pourront se prolonger plusieurs mois.
2. Concernant l’Abbaye d’Affligem :

• • Il n’existe aucune preuve concrète de comportement abusif constituant une infraction pénale. Le petit nombre de moines qui font partie de la Communauté pose des difficultés canoniques et structurelles pour le gouvernement et pour faire attention aux fragilités personnelles. La Congrégation tient à aborder et résoudre ces difficultés.

3. Concernant l’Abbaye de Keizersberg :

• • La vie commune de la communauté monastique continue suspendue et chaque moine maintient sa résidence imposée par moi le 18 novembre 2024.
  • Le Prieu Amminstrateur a terminé le 30 septembre 2024 le mandat pour lequel il a été nommé Prieur Administrateur. Jusqu’à ce que la Visite canonique décide de la question particulière, l’administration ordinaire et extraordinaire est réservée à l’Abbé Président.
  • Étant donnés les défauts de forme dans son ordination diaconale, un moine est temporairement suspendu du ministère de diacre jusqu’à ce que le Dicastère pour le Culte Divin émette une résolution. À partir du rapport de la Commission, l’Abbé Président est obligé de présenter l’ensemble du dossier de ce moine au Dicastère pour les Instituts de Vie Consacrée et les Sociétés de Vie Apostolique (DIVCSVA) afin que celui-ci puisse se prononcer. Entre-temps, comme mesure cautionnaire, il lui est interdit d’exercer toute activité publique en tant que moine bénédictin.
  • Tous les moines continuent dans sa résidence actuelle et la Visite canonique extraordinaire devra vérifier sa situation présente et future.

4. En ce qui concerne l’Abbaye de Doetinchem/Slangenburg

• • Le P. Abbé de Doetinchm est suspendu par précaution de sa charge et il lui est interdit, toujours comme mesure cautionnaire, d’exercer publiquement son ministère sacerdotal. Entre-temps, son dossier doit être transmis au Dicastère pour les Instituts de Vie Consacrée (DIVCSVA) pour une décision à ce sujet.

5. Les mesures canoniques décidées sont conservatoires et non punitives. Il s’agit des mesures temporaires qui suspendent l’exercice d’un ministère, mais ne le suppriment pas, jusqu’à ce que l’organe législatif correspondant rende une conclusion.
6. Les enquêtes et les visites effectuées ces derniers mois ont mis en lumière une situation de fragilité personnelle et structurelle, qui affecte de différentes manières les monastères de la Province, et qui a conduit à des attitudes inappropriées et inadéquates. Je peux affirmer, par souci de clarté, qu’aucune des plaintes examinées ne concerne des abus sexuels sur des mineurs. Les plaintes concernent des comportements transgressifs entre adultes. En outre, je voudrais insister sur trois points :

1. 1. La tristesse, la honte et la douleur pour le préjudice causé aux victimes, à qui je demande sincèrement pardon et je me rends disponible dans la mesure de mes possibilités.
   2. Ma détermination, en tant que Président de la Congrégation Sublacense-Cassinese, de poursuivre le processus initié au début de mon service, et qui se concrétise maintenant avec l’annonce de la visite canonique extraordinaire et avec les mesures cautionnaires déjà prises. J’exprime aussi la pleine disposition des bénédictins à collaborer avec les autorités judiciaires.
   3. Ce processus met en évidence les lacunes dans la vie de certaines personnes et l’échec de certaines structures gouvernementales. Mais en même temps, il faut prendre note de la fidélité, de la bonté et de l’abnégation de nombreux autres moines dans la vie de leur vocation au service de l’Église et de la société.

Comme je l’ai dit en novembre 2024, je suis conscient de la gravité de mes décisions et de la douleur qu’elles peuvent causer. Cependant, je crois qu’elles sont nécessaires pour offrir lumière, vérité, justice, réparation et espoir à toutes les personnes concernées.

On 14 November 2024, I made a fraternal visit to the Abbey of Keizersberg in the context of the canonical visitation that had been open since 2022. From 14 to 18 January 2025, two Visitors concluded the canonical visitation open in this monastery. After my visit, on 18 November, I established a Commission of Inquiry into Allegations of Abuse of Adults, composed of experts in canon law and people experienced in dealing with reports of transgressive behaviour, and I extended its tasks by a Decree of 24 January. Having received the acts of the above-mentioned Canonical Visitation and the report of the Commission, the conclusions of which I accept, I can communicate the following:

1. I have ordered an Extraordinary Canonical Visitation of all the monasteries of the Flemish-Dutch Province (Dendermonde, Affligem, Steenbrugge and Doetinchem/Slangenburg), with the aim of examining the situation of each community, of assisting them in their immediate and future journey, and of ensuring that the structures of governance (of each monastery and of the Province) are effective. The work of the visitation may continue for several months.
2. About Affligem Abbey:

• • There is no concrete evidence of abusive behaviour constituting a criminal offence. The small number of monks in the community presents canonical and structural difficulties for the government and for paying attention to the personal fragilities. The Congregation is keen to address and resolve these difficulties.

3. About Keizersberg Abbey:

• • The common life of the monastic community remains suspended, and each monk retains his residence imposed by me on 18 November 2024.
  • The Prior-Administrator has completed the period for which he was appointed Prior-Administrator on 30 September 2024. Until the canonical visitation decides on the matter, the ordinary and extraordinary administration is reserved to the Abbot-President.
  • A monk is temporarily suspended from the ministry of deacon because of a formal defect in his ordination to the diaconate, pending a decision by the Dicastery for Divine Worship. According to the report of the Commission, the President of the Abbot is obliged to present the entire dossier of the monk to the Dicastery for Institutes of Consecrated Life and Societies of Apostolic Life (DIVCSVA) for a decision. In the meantime, as a precautionary measure, he is forbidden to exercise any public activity as a Benedictine monk.
  • All the monks continue to live in his present residence and the Extraordinary Visitation will have to verify his present and future situation.

4. About Doetinchem/Slangenburg

• • According to the report of the Special Commission, the Abbot of Doetinchem is suspended from exercising his office as a precautionary measure and is prohibited from exercising the priestly ministry in public, also as a precautionary measure. Meanwhile, his file will be sent to the Dicastery for Institutes of Consecrated Life (DIVCSVA) for a decision.

5. The canonical measures decided upon are precautionary and not punitive. They are temporary measures that suspend, but do not suppress, the exercise of a ministry until the competent Legislative Authority reaches a conclusion.
6. The investigations and visits carried out in recent months have revealed a situation of personal and structural fragility which affects the monasteries of the Province in various ways and which has led to inappropriate and inadequate attitudes. For the sake of clarity, I can state that none of the allegations investigated so far concern the sexual abuse of minors. The allegations relate to transgressive behaviour between adults. I would also like to stress three points:
7. 1. The sadness, shame and pain caused to the victims, to whom I offer my sincere apologies and make myself available within the limits of my possibilities.
   2. My determination, as President of the Subiaco-Cassinese Congregation, to continue the process begun at the beginning of my ministry, which has now been completed with the announcement of the Extraordinary Canonical Visit and the precautions already taken. I also express the full availability of the Benedictines to collaborate with the judicial authority.
   3. This trial highlights the shortcomings in the lives of some people and the failure of some government structures. At the same time, however, we must take note of the fidelity, goodness and self-denial of many other monks in living out their vocation to serve the Church and society.

As I said in November 2024, I am aware of the gravity of my decisions and the pain they may cause. However, I consider them necessary in order to offer light, truth, justice, reparation and hope to all concerned.

Op 14 november 2024 bracht ik een broederlijk bezoek aan Abdij Keizersberg in het kader van de canonieke visitatie die sinds 2022 openstond. Van 14 tot en met 18 januari 2025 hebben twee Visitatoren de canonieke visitatie die in dit klooster openstond afgesloten. Na mijn bezoek heb ik bij decreet van 18 november een onderzoekscommissie aangesteld om de klachten over misbruik van volwassenen te onderzoeken. Deze commissie is multidisciplinair samengesteld en bestaat uit kerkelijke deskundigen en mensen met ervaring in het omgaan met meldingen van grensoverschrijdend gedrag. De taken van de commissie heb ik uitgebreid bij decreet van 24 januari.

Na ontvangst van de hierboven genoemde akten van het Canonieke Visitatie en het Rapport van de Commissie, waarvan ik de conclusies aanvaard, kan ik het volgende mededelen:

1. Ik decreteer een Buitengewone Canonieke Visitatie van alle kloosters van de Vlaams-Nederlandse Provincie (Dendermonde, Affligem, Steenbruge en Doetinchem/Slangenburg) met als doel de situatie van elke gemeenschap te onderzoeken, hen te ondersteunen op hun onmiddellijke en toekomstige pad en ervoor te zorgen dat de bestuursstructuren (van elk klooster en van de provincie) effectief zijn. Het werk van de Visitatie kan enkele maanden duren.
2. Over de Abdij van Affligem:

• • Er is geen concreet bewijs voor misbruik dat strafbare feiten oplevert. Het kleine aantal monniken dat deel uitmaakt van deze gemeenschap, brengt canonieke en structurele problemen met zich mee voor het bestuur en om voldoende aandacht te besteden aan de menselijke beperktheid. De congregatie zal deze problemen aanpakken en oplossen.

3. Over de Abdij van Keizersberg:

• • Het gemeenschappelijke leven van de kloostergemeenschap blijft opgeschort en elke monnik behoudt zijn door mij op 18 november 2024 opgelegde verblijfplaats.
  • De prior-administrateur heeft de periode waarvoor hij tot prior-administrateur is benoemd, op 30 september 2024 voltooid. Totdat de canonieke Visitatie over deze specifieke kwestie beslist, is het gewone en buitengewone bestuur voorbehouden aan de Abt-President.
  • Gezien de formele gebreken bij zijn wijding tot diaken, wordt één van de monniken tijdelijk geschorst van het ambt van diaken totdat het Dicasterie voor de Goddelijke Eredienst een besluit neemt. Volgens het rapport van de Commissie is de Abt-President verplicht het volledige dossier voor te leggen aan het Dicasterie voor de Instituten van het Gewijde Leven en de Sociëteiten van het Apostolisch Leven (DIVCSVA), zodat deze een besluit kan nemen over de kwestie. In de tussentijd is het deze als voorzorgsmaatregel verboden om als benedictijner monnik enige openbare activiteit uit te oefenen.
  • Alle monniken blijven op hun huidige verblijfplaats wonen en tijdens de Buitengewone Visitatie zal hun huidige en toekomstige situatie moeten worden onderzocht.

4. Over de abdij van Doetinchem/Slangenburg

• • Volgens het rapport van de bijzondere commissie wordt de abt van Doetinchem uit voorzorg geschorst van de uitoefening van zijn ambt en wordt hem, wederom uit voorzorg, de openbare uitoefening van zijn priesterlijke ambt ontzegd. In de tussentijd moet zijn dossier worden doorgestuurd naar het Dicasterie voor de Instituten van het Gewijde Leven (DIVCSVA) voor een beslissing over de kwestie.

5. De genomen canonieke maatregelen zijn voorzorgs- en niet strafmaatregelen. Het gaat om tijdelijke maatregelen die de uitoefening van een ministerie opschorten, maar niet opheffen, totdat het desbetreffende wetgevende orgaan een conclusie heeft getrokken.
6. De onderzoeken en bezoeken die de afgelopen maanden zijn uitgevoerd, hebben een situatie van persoonlijke en structurele kwetsbaarheid aan het licht gebracht, die de kloosters van de provincie op verschillende manieren treft en die heeft geleid tot ongepaste en inadequate houdingen. Voor de duidelijkheid kan ik stellen dat geen van de tot nu toe onderzochte beschuldigingen betrekking heeft op seksueel misbruik van minderjarigen. De aanklachten hebben betrekking op grensoverschrijdend gedrag tussen volwassenen. Verder wil ik nog drie punten benadrukken:

1. 1. Het verdriet, de schaamte en de pijn om het leed dat aan de slachtoffers is toegebracht, aan wie ik oprecht om vergeving vraag en waarvoor ik mij beschikbaar stel voor zover dat in mijn vermogen ligt.
   2. Mijn vastberadenheid, als voorzitter van de Congregatie Sublacense-Cassinese, om het proces voort te zetten dat aan het begin van mijn dienst is ingezet en dat nu wordt gerealiseerd met de aankondiging van de Buitengewone Canonieke Visitatie en met de reeds genomen voorzorgsmaatregelen. Ik betuig ook de volledige bereidheid van de Benedictijnen om samen te werken met de gerechtelijke autoriteiten.
   3. Dit proces brengt de tekortkomingen in het leven van sommige mensen en het falen van sommige beleidsstructuren aan het licht. Tegelijkertijd moeten we echter ook rekening houden met de trouw, goedheid en zelfverloochening van veel andere monniken die hun roeping om de Kerk en de samenleving te dienen, in praktijk brengen.

Zoals ik in november 2024 al zei: ik ben me bewust van de ernst van mijn beslissingen en de pijn die ze kunnen veroorzaken. Ik geloof echter dat ze noodzakelijk zijn om licht, waarheid, gerechtigheid, herstel en hoop te bieden aan alle betrokkenen.
